What is a “pauper?”
That's the question being posed to members of Congress, the president, and the American people.
In its current form the question seems to apply to children, especially those that do or should qualify for the provisions of the State Children's Health Insurance Program (SCHIP) — the cooperative program between the federal government and the states to provide health insurance for kids whose families don't qualify for Medicaid.

Last fall in Jena, Louisiana, the day after two Black high school students sat beneath the "white tree" on their campus, nooses were hung from the tree. When the superintendent dismissed the nooses as a "prank," more Black students sat under the tree in protest. The District Attorney then came to the school accompanied by the town's police and demanded that the students end their protest, telling them, "I can be your best friend or your worst enemy... I can take away your lives with a stroke of my pen."1

It seems increasingly clear to me that American foreign relations works like a mirror to our domestic morality. Especially in a globalized market, what we do unto the least of these now extends beyond our borders. The gross capitalism that we apply here may not leak through the media "blackout" except for the occasional riot or Katrina, but in the aggregate, the world-at-large and how we relate to it reveals our community-government's ethical priorities.
And that's why I appreciate Noam Chomsky's attention to foreign affairs. Here's Jeff Sacks introducing and then Noam Chomsky speaking at Columbia University.
